Roles and Responsibilities

A)  The  Federal Government shall be comprised of 4 branches:  Executive, Legislative, Judicial, and Diplomatic.

1)  The Executive Branch

a) Structure:  The Executive Branch shall be represented by the Regent.  The Regent shall oversee such agencies as are necessary to fulfill the obligations of the office.

b)  Role:   It is the role of the Executive Branch to execute the laws as enacted by the Legislative Branch, and to oversee the effective and efficient operations of the Government within the national borders.

c) Authority:

d) Restrictions:  The Executive branch shall have no authority over anything outside the borders of the nation.  It shall have no power nor process to enact laws nor to effect the operations of the Legislature.  The Executive Branch shall have no powers not expressly enumerated in this document.

2)  The Legislative Branch

a) Structure:  The Legislature shall be divided into 3 houses.

i) The House of Representatives:   The House of Representatives shall be comprised of duly elected representatives from each member state.  The number of representatives shall be proportional to the population of each state.   Representational districts shall be established by mathematical analysis to form the  most uniform geometry.

ii) The House of States:   The House of States shall be comprised of duly elected representatives from each member state.  Each state shall have 3 representatives whose districts shall encompass the state as a whole.

iii) The House of Causes:  The House of Causes shall be comprised of representatives of corporations, organizations, or persons.  Each seat can be purchased for 10% of the gross income of that entity.  For incorporated entities, they shall be defined in their entirety.      The house of Causes may propose and submit legislation, but shall hold no voice in vote.

b) Role:   It is the role of the Legislative Branch to create and enact the laws governing the nation as a whole.

d) Restrictions:  The Legislature shall enact no law or regulation has not passed a full vote.

i) The Legislature shall be constrained by the principle of “one vote, one law”;  each bill shall contain only one new law and shall include no amendments, riders, or ancillary legislation.

ii) The Legislature shall neither propose nor pass any bill which is in gross violation of this document.

iii) No law shall be enacted–in whole or in part–without a vote of the full legislature.   This section shall be interpreted to prohibit any legislation which is not explicit in the specifics of scope and/or enforcement or which leaves such specifics to an administrative body.   This section shall prohibit the selective modification of existing laws and shall, instead, require a rewrite of the original law, which shall be required to follow the same procedures as any other bill.

3)  The Judicial Branch

4)  The Diplomatic Branch

a) Structure:  The Diplomatic Branch shall be represented by the President.   The President shall oversee such agencies as are necessary to fulfill the obligations of the office.

b) Role:  It is the role of the Diplomatic Branch to engage in relations with foreign powers on behalf of the Nation of Geekistan.

b) Authority:

i) The Diplomatic Branch shall have the authority to negotiate treaties and agreements with foreign governments.

ii) The President shall be the Commander-in-Chief of the armed forces.
